Are schools able to purchase a licence to use all THRASS clipart, so that teachers may use the pictures in self-generated worksheets?

THRASS UK is not the copyright holder of 'all THRASS clipart' (as you put it). THRASS UK is only able to use the various pictures under the terms of the various agreements and/or licences. So it is not possible for a school to purchase a licence to use 'all THRASS clipart'. Similarly, most national and international publishers do not allow schools to insert copyright pictures from their books, of characters and/or scenes, into handwritten or typed worksheets (and/or stories) composed by pupils and/or teachers - especially for them to then reproduce the materials as 'self-generated worksheets' (which can result in commercial quantities, depending on the number of children in the classes and/or school, and the number of years that the materials are reproduced).

In relation to the 120 outline pictures on the picturecharts, most teachers are grateful (and pleasantly surprised) that they actually have permission to photocopy and then use the THRASS outline pictures (at all) - even if they are restricted in the sizes that can be used. After all, it is not for teachers (others) to determine how copyright pictures can and cannot be used - it is for the copyright holder.

In summary, some people earn a living by investing intellectual property into a resource (e.g. pictures, music and writing), which they then 'exploit' to obtain money. Similarly, teachers earn a living from the money, paid by governments or parents, associated with children. If the source of their money, the children, were to be removed from their classrooms, by other teachers wishing to have their own 'self-generated classes', their future source for income would have been diminished or removed. Although this comparison may seem odd, at first, the scenario and sentiment are accurate.
